In times like these, ensuring America’s public schools perform at a high level for all students is essential to a post-COVID recovery.
How can we best hold schools accountable for their performance? Should we leave it up to parents—give them a choice of schools and let them desert low-performing schools?  Or should states and districts take the lead?  Or should it be a mix?
