David Evans is a Senior Advisor to PPI’s Project on Center-Left Renewal. David now sits in the House of Lords on the Government benches as Lord Evans of Sealand.
His political career began as a local organizer in 1985. He then went on to become an official in the London Labour Party, Regional Director of the Labour Party in the North West of England and then Assistant General Secretary for the 2001 General Election. He played key roles in the preparation for Labour’s 1997 victory and devised the Party’s organizational strategy for the 2001 General election when Labour repeated the 1997 landslide result and secured its first ever full successive terms of office.
After the 2001 General Election David left the employment of the Party to focus on developing thinking and practice around behavior change. He worked for a variety of clients with a pro-social purpose primarily with charities, campaigning organizations, health bodies and local government. During this time, he worked extensively in the field of community cohesion in more deprived communities. Work also included producing the definitive guide to consultation and engagement for the Local Government Association.
In May 2020 David was appointed General Secretary of the Labour Party. Working under the leadership of Keir Starmer he overhauled the Party’s campaigning machinery and oversaw the construction of an effective election winning machine. In October 2025, David stood down as General Secretary and entered the House of Lords in January 2025.
In his spare time David enjoys his family, growing chilli plants and supporting Chester Football Club (the arch rivals of neighboring Wrexham FC).
