Francella Ochillo is an attorney and technology policy expert specializing in promoting digital citizenship. Her work illustrates why digital equity is central to broadband access and adoption programs. Francella advocates for public policy interventions before government agencies such as the Federal Communications Commission, Federal Trade Commission, National Telecommunications and Information Administration, and Congress. She recently completed a master’s degree in public administration at Harvard University’s Kennedy School of Government. Francella has served on Federal Communications Commission working groups, provided Congressional testimony, and advocated for internet policy proposals in local, state, and federal proceedings.
Francella is a member of the District of Columbia Bar and Federal Communications Bar Association. She earned a Bachelor of Science degree from Morgan State University in Baltimore, Maryland, and her Juris Doctor from UIC John Marshall Law School in Chicago, Illinois.
