Luisa Fernandez-Willey is the former Assistant Vice President in the Policy & Economics Department at Association of American Railroads (AAR).
Prior to joining AAR, her professional experience included financial management consulting for private-sector clients and economic research supporting the Maryland state government. She has served as a university lecturer and has published scholarly research in a peer-reviewed international academic journal.
